Physics first: a phone-sized driver can't move enough air for 60 Hz at any real volume. "Not heard" at 60 Hz on a phone speaker is normal, not damage. What you're listening for is the shape of the roll-off — and whether the bass you do get sounds clean or rattly.

My phone can't play 60 Hz. Is that normal?
Yes — almost certainly. Small phone speakers physically can't reproduce deep bass; the test says so in the summary. Use headphones for a meaningful low-end check.
What is this test good for then?
Comparing 60 vs 100 vs 200 Hz tells you where your particular speaker rolls off, and whether the roll-off is clean or rattly. Rattling bass on a phone that used to be fine suggests debris or a loose grille.
